Saudi Arabia, UAE, Israel, Poland and Russia: Five Markets That Easily Trap Exporters: key points

Grid rules in the Middle East and parts of Europe and the CIS are thinly documented in Chinese and not fully public, making them the easiest places for an export project to fail at the last step.

1. Saudi Arabia: two LV voltage systems

The SEC connection standard defines default protections (90% Un/1.5 s, 40% Un/0.8 s, 110% Un/3 s, 120% Un/0.2 s, 62.5 Hz/0.1 s, 57.5 Hz/4 s) and defaults anti-islanding to voltage vector shift 12 degrees and RoCoF 2.5 Hz/s. The bigger issue is the site voltage system: LV networks use both 400/230 V and 220/127 V three-phase four-wire, so confirm per project. Product approval also needs SASO IEC 62109 and UL 1741, with anti-islanding per GSO IEC 62116:2024.

2. UAE: LVRT and cos phi curve

DEWA DRRG requires UL 1741 or IEC 62109 and, above 10 kW, LVRT with 200 ms zero-voltage ride-through and active/reactive recovery within 200 ms (within 10% of rating). Reactive control must support cos phi = f(P), active between 1.0 and 1.1 Vn and inactive between 0.9 and 1.0 Vn. Abu Dhabi additionally requires IEC 62116 anti-islanding and a QCC certificate.

3. Israel: settings in SI 4777 Table 2

Israel uses SI 4777 Part 2/3 (early versions of AS/NZS 4777.2/.3). Protection comes from Part 3 Table 2: trip within 0.1 s below 0.5 Vn, continuous 85%-110%, trip within 2.0 s at 110%-135%, trip within 0.05 s at 135% and above; continuous 47-51.5 Hz with over-frequency trip at 51.5 Hz/0.2 s. Above 50 kW, over-frequency active response (50.2-51.5 Hz, about 3% droop) and a 5-minute reconnection delay apply.

4. Poland and Russia

  • Poland: national NC RfG implementation plus PN-EN 50549-10/-1/-2, covering frequency, FRT, active control, reactive capability, oscillation damping and fast fault current injection.
  • Russia: micro-generation connected at 220/380 V may not export more than 15 kW and must not exceed the user connection capacity; remote disconnection on dispatch instruction is required. Standards: GOST R IEC 61727-2016, GOST 32144-2013 and GOST 34966.1-2023.
