Policy Update
On December 16, 2024, the State Administration for Market Regulation decided to implement mandatory product certification (CCC certification) for electric vehicle charging equipment. Starting March 1, 2025, the agency will begin accepting certification applications; effective August 1, 2026, electric vehicle charging equipment that has not obtained a CCC certification certificate or bears the certification mark shall not be manufactured, sold, imported, or used in other business activities.
Announcement by the State Administration for Market Regulation on the Implementation of Compulsory Product Certification for Electric Vehicle Charging Equipment
To further strengthen the supervision of product quality and safety, and in accordance with the relevant provisions of the “Regulations of the People’s Republic of China on Certification and Accreditation,” the State Administration for Market Regulation has decided to implement mandatory product certification (CCC certification) for electric vehicle charging equipment. The relevant requirements are hereby announced as follows:
I. Effective March 1, 2025, designated certification bodies will begin accepting applications for CCC certification of electric vehicle charging equipment (see the annex for product descriptions and definitions). The certification bodies and laboratories responsible for the relevant certification and testing work will be announced separately.
II. Effective August 1, 2026, electric vehicle charging equipment that has not obtained a CCC certification certificate or bears the certification mark shall not be manufactured, sold, imported, or used in other business activities.
III. Designated certification bodies shall formulate detailed certification implementation rules in accordance with the general rules for CCC certification and the corresponding product implementation rules. They may only commence certification work after filing such rules with the Certification Supervision Department of the State Administration for Market Regulation.
IV. Designated certification bodies and laboratories shall, provided that certification risks are controllable and certification quality is ensured, actively accept existing conformity assessment results to reduce the burden on enterprises and facilitate their certification.
