Chapter 2, Article 8:
Entities engaged in the design, production, import, operation, and maintenance of medium- and large-sized civil unmanned aircraft systems shall apply to the competent civil aviation authority of the State Council for an airworthiness certificate in accordance with the law.
Article 14:
If a major design change is made to a civil unmanned aircraft system that has already obtained an airworthiness certificate, and the system is intended to be used in flight operations, a new application for an airworthiness certificate must be filed.

III) UAV Airworthiness Certification Process (Safety)Certification—Special Airworthiness Certificate)
Medium- and large-sized civil unmanned aircraft systems that were already designed and finalized prior to January 1, 2024, if they apply for an air operator certificate under Section 92.603(a) of these Rules for civil aviation operations and do not undergo any design changes,
Until November 26, 2026, an aircraft may obtain a special airworthiness certificate following a safety assessment accepted by the authority, subject to the operating restrictions specified by the authority.
